If it's clean (not quarantined) and carries a recognized open-source license, it's automatically added to the catalog as a community-submitted listing, already graded — so the next person finds it. Risky or unlicensed repos are scanned and shown to you but kept out of the catalog.

They're graded and searchable exactly the same way, but marked with a 'community' badge so you can see they were added via an on-demand scan rather than hand-curated. Admins can moderate them.

Why is a tool marked Review when it looks fine?

Review usually means a real embedded secret was found, or a dependency has a known high or critical vulnerability (CVE). A serious known CVE is worth knowing about even though it's fixable by updating — so it keeps the tool out of the 'Safe' bucket, but it never means the code is malicious. Safe means no malicious code and no serious known vulnerability; only genuinely malicious or tampered code is quarantined.
